Diana Byrnes, CSAPA
Diana is a Certified Substance Abuse Program Administrator (C-SAPA) with more than 25 years of experience in DOT regulated workplace drug and alcohol testing. Diana has been the Project Manager for the Florida Department of Transportation’s Substance Abuse Management Oversight and Technical Assistance program administered by the Center for Urban Transportation Research at the University of South Florida, Tampa since 2003. Diana monitors transit agency compliance to FTA and USDOT drug and alcohol testing regulations and has developed program implementation aids and training tools for the agencies she serves. Ms. Byrnes is also a USDOT Transportation Safety Institute (TSI) Lead Instructor. TSI develops and delivers transportation related training programs nationwide using a team of recognized transit professionals and subject matter experts. Diana conducts the TSI Substance Abuse Management and Program Compliance course, as well as the Reasonable Suspicion Determination for Supervisors course, on behalf of TSI.
